Reduce RSS and Atom Feed plugin to the widget
- remove the RSS and Atom buttons in the header template
- Activates the plugin by default and places the widget in the menu column

Closes #317 | Add RSS and Atom link
- Shows the RSS and Atom feed in the header and activates the widget.
- The buttons can be easily swapped via the upload manager
