revert "remove plugin param after updating"
I thought patch_uwsgi_settings would run every time the container starts (it only runs when there is a new version of uwsgi.ini), so this is no longer necessary. As uWSGI does not hard fail to start if it does not find the plugin, then the migration is not mandatory. A warn will pop up, but the user will already have been warned to update the uwsgi.ini file
